PRESIDENT Emmerson Mnangagwa’s investment advisor Paul Tungwarara has used the launch of the Presidential Borehole Scheme in Budiriro North, Harare, to push a message of cross-party cooperation, highlighting government projects in opposition-held constituencies.
Speaking at the commissioning of boreholes in the constituency represented by opposition Citizens Coalition for Change (CCC)’S Susan Matsunga yesterday, Tungwarara said the initiative demonstrated that development should transcend political lines.
“President Emmerson Mnangagwa has sent us here to deliver clean water to this constituency… This is a significant and commendable step — one that demonstrates that development knows no political boundaries,” he said.
He emphasised that extending government programmes to opposition areas was uncommon and should be recognised.
“It is rare to witness such an empowerment programme being implemented in a constituency represented by the opposition,” Tungwarara said.
The event drew attendance from senior CCC officials, including chief whip Charles Moyo and his deputy Bridget Nyandoro.
Tungwarara said their presence signalled a willingness to prioritise development over political divisions.
“This spirit of unity is essential… national progress must rise above political differences,” he said.
Tungwarara added that the borehole programme was part of a broader government push to deliver development across all constituencies, regardless of political affiliation.
“This resource is for everyone — regardless of political affiliation… reinforcing the principle that development must be inclusive,” he said.
Tungwarara said more projects would follow, describing the initiative as the beginning of wider state-led development interventions.
“This is only the beginning… the commitment to empowerment and development will continue,” he said.
The Presidential Borehole Scheme was designed to provide sustainable, clean water to communities nationwide.
By prioritising rural areas and urban settlements facing water shortages, the programme aimed to mitigate the effects of climate change and recurrent droughts.
Each solar-powered borehole is equipped with storage tanks and distribution points, supporting not only domestic hygiene, but also community nutrition gardens.
It is meant to foster food security and economic empowerment, ensuring that every citizen has access to this fundamental human right while promoting long-term environmental sustainability.
