Ministry director dies before trial
A DIRECTOR in the ministry of Defence Peter Muchakazi reportedly died before the commencement of his trial in which he was alleged to have connived in swindling the ministry of over $300 000.
On Tuesday the court heard that Muchakazi died on July 27 and the State submitted that they were still waiting for the death certificate.
This resulted in a warrant of arrest being issued and the matter being set for August 25 for trial of the remaining ministry employees; Luxton Ngara and Kunofiwa Mervyn Madondo.
It is the State’s case that from March to June last year, the accused persons connived with Danison Muvandi, who is on the run, to defraud the ministry stating that Defence House had received cleaning services from Maids on Wheels (Private) Limited yet in actual fact no such services had been received.
The court heard Muchakazi then fraudulently sourced fake invoices from Maid on Wheels which totalled $306 135.
Muchakazi allegedly originated a loose minute dated June 19, addressed to the director finance and human resource, Muvandi, who also turned out to be owner and signatory to Maid on Wheels accounts.
Procedurally, the whole transaction ought to have been prepared by the Procurement Management Unit and Muchakazi attached the fake invoices to the loose minute with instruction to process payment of
