EDITOR — When drivers were ticketed and asked to pay at post offices there was less corruption.
Spot fines have become a haven of bribes. We now have a database of cars in Zimbabwe.
Seriously, it’s not difficult to trace a driver who does not pay an issued ticket. Just pin on the registered owner.
If he was not driving he knows who was driving.
And if one does not honour his ticket close him in. I remember the days when one would get a ticket and could go and get an extension if he/she did not have money.
So as long as we have spot fines we are going nowhere.
President Robert Mugabe once blasted them and we thought there would be change but, alas, it got even worse.
