City of Harare manager faces charges of abusing office
HARARE – A City of Harare manager who lied to his employer over the completion of a water and sewer project in Tynwald has appeared before a Harare magistrate on charges of criminally abusing his office.
Allen Mashaire, 34, was last Friday arraigned before magistrate Anita Tshuma, where he was released on bail.
The court heard that Mashaire was responsible for the inspection and certification of all completed City of Harare water and sewer projects.
He would then send his inspection reports to the director of water for the issuance of certificates of compliance, the court was told.
It is alleged Mashaire originated inspection letters addressed to the director of water for an application of a certificate of compliance in respect of Harare’s Tynwald Industrial Park in November last year.
According to state papers, Mashaire lied he had inspected the area’s sewer system and the project was completed.
Prosecutor Tungamirai Chakurira told the court that as a result of the false presentations, City of Harare then issued a certificate of compliance in respect of an unfinished project.
According to court papers, what Mashaire did was inconsistent with his line of duty, because he showed favour.
Magistrate Tshuma released Mashaire on $100 bail.
As part of his bail conditions, Mashaire was ordered to reside at his address provided to the court, surrender his passport, and report to the police twice a week and not to interfere with witnesses.
He will be back in court on October 26.
